Official Campaign Policy Position
A comprehensive statement of facts, legal analysis, and policy commitments establishing AIPAC and its affiliated organizations as a national security threat requiring immediate executive and legislative action.
The American Electoral Sovereignty Act
Fully drafted legislation for immediate introduction in Congress that prohibits foreign-aligned organizations from participating in American federal elections, closes shell PAC and dark money loopholes, establishes mandatory source disclosure requirements, and creates criminal penalties of up to fifteen years for those who operate deceptive foreign-aligned influence structures.

The Constitutional Argument
The Cordova campaign’s Constitutional Defense Addendum advances what legal scholars have described as an underutilized but potentially decisive argument: the Ninth Amendment protection of unenumerated rights retained by the American people.
The campaign’s position: The right of the American people to govern themselves through elections that are genuinely their own is the most fundamental unenumerated right protected by the Ninth Amendment — the right from which all other constitutional rights derive their meaning and protection. Foreign-aligned electoral spending does not exercise a constitutional right. It destroys the most foundational one.
The Addendum further argues that under the Article IV Guarantee Clause— which obligates the United States to guarantee every state a republican form of government — a Congress whose composition is systematically determined by foreign-aligned money does not constitute a republican form of government in any meaningful constitutional sense. Supreme Court precedent establishes that Guarantee Clause enforcement is committed to the political branches, not the judiciary — meaning the President’s determination that foreign-aligned electoral capture threatens the republican form of government is not subject to judicial override.
The Equal Application Principle
A centerpiece of the framework is its absolute equal application mandate. The Executive Order’s Section 10 states explicitly: what is prohibited for Russia is prohibited for Israel; what is prohibited for China is prohibited for Saudi Arabia; what is prohibited for Iran is prohibited for the United Kingdom. All authorities will be applied without regard to which foreign nation’s interests are being advanced, any diplomatic relationship with that nation, or any political or commercial consideration.

That is the only position consistent with the rule of law — and it is the only position this administration will take.”
Call to Congress
The Cordova campaign today called on members of Congress to co-sponsor the American Electoral Sovereignty Act immediately and to publicly commit to its passage.
