Who Does Congress Actually Work For?

There is a conversation happening in living rooms, barbershops, union halls, and church parking lots across this country that Washington refuses to have out loud. Americans from every background, every party, and every walk of life are asking the same question — and they already know the answer.

Who does Congress actually work for?

Not you. Not your family. Not the community you live in or the country you love.

In too many critical matters — on war, on foreign aid, on military spending, on the lives of young Americans sent to fight — the United States Congress works for whoever paid to put its members there. And for decades, one of the largest buyers has been a foreign-aligned organization that has spent over $221 million purchasing congressional seats in American elections.

That organization is AIPAC — the American Israel Public Affairs Committee.

And today, the Cordova 2028 campaign is releasing the most comprehensive policy and legal framework ever produced by a presidential campaign to end this — permanently.

What AIPAC Has Actually Done

Let's be precise, because precision matters here.

AIPAC has spent over $221 million in American congressional elections since 2021 — more than any other special interest organization in the current election cycle. It has outspent the actual candidates in race after race. In Illinois alone, AIPAC-aligned outside spending hit $21.6 million in a single primary cycle — against candidates who combined spent $13.1 million on themselves.

It has done this through a deliberate "Russian doll" shell PAC structure — layering money through one PAC into another into another, specifically designed to hide AIPAC's fingerprints from American voters. It has run advertisements that appeared to support candidates who publicly disavowed them. It has used its financial power as a weapon: any member of Congress who calls for a ceasefire, questions unlimited military aid, or exercises independent judgment on Middle East policy faces financial annihilation in their next primary.

This is not lobbying. Lobbying is persuasion. This is purchase.

And the purchased product is the United States Congress.

Why This Is a National Security Issue

Here is the double standard that exposes everything:

If Russia spent $221 million buying congressional seats through shell companies and deceptive ads, the FBI, the DOJ, the CIA, and every national security apparatus in this country would be at full mobilization. It would be treated as what it is: a foreign attack on American democracy.

AIPAC has done the equivalent — openly, for years — and faced no equivalent response. None. The only explanation for that disparity is the depth of the capture itself. You cannot investigate your way out of a problem when the investigators answer to people who were installed by the problem.

That ends with our administration.

The Foreign Agents Registration Act has been on the books since 1938. It requires organizations acting in the political interests of foreign governments to register with the Department of Justice and disclose their activities. It has simply never been enforced — not consistently, not seriously, and not against AIPAC.

We will enforce it. Without exception. Without diplomatic carve-outs. Without political interference.

What We Are Releasing Today

Today, the Cordova 2028 campaign is releasing a complete, seven-document American Electoral Sovereignty Framework — the most legally detailed, constitutionally grounded policy package this campaign has produced. It includes:

A Policy Position Paper — the full factual record of what AIPAC has done, why it constitutes a national security threat, and exactly what our administration will do about it.

The American Electoral Sovereignty Act — draft legislation that closes every shell PAC loophole, mandates full source disclosure, prohibits foreign-aligned electoral spending, and establishes criminal penalties of up to fifteen years for those who run influence operations through deceptive financial structures.

An Executive Order — which our administration will sign on Day One, activating every tool existing law provides: mandatory FARA enforcement, IEEPA sanctions authority, a Foreign Electoral Sovereignty Task Force, a national DNI threat assessment, and a prohibition on federal contracts for organizations under investigation.

A Presidential Proclamation — the declaration to the nation and to history of what we are doing and why.

A Constitutional Defense Brief and Addendum — the full legal architecture defending every action we will take, grounded in Bluman v. FEC, the Youngstown framework, IEEPA, FARA, the Ninth Amendment, the Guarantee Clause, the Declaration of Independence, and the structural logic of the Constitution itself.

This is not a campaign promise. This is a governing blueprint. It is ready for White House Counsel, for congressional sponsors, and for the federal courts that will hear the inevitable challenges. We have anticipated every argument. We have answered every one.

The Ninth Amendment Argument — Why This Goes Deeper Than You Think

Our Constitutional Defense Addendum makes an argument that has never been made this directly in American political life, and it is worth stating plainly here.

The Ninth Amendment to the Constitution protects rights retained by the people that were not explicitly enumerated in the Bill of Rights — rights so foundational that the Founders considered them the premise of everything else, not a line item on a list.

Among those retained rights, none is more foundational than the right of the American people to govern themselves through elections that are genuinely their own.

AIPAC and its lawyers will stand before federal courts and claim the First Amendment protects their electoral spending as political speech. Here is our answer: their conduct does not exercise a constitutional right. It destroys one. The right being destroyed belongs to the American people — the unenumerated, pre-political, foundational right to democratic self-governance that the Ninth Amendment was written to protect.

You cannot invoke the First Amendment to obliterate the most fundamental right the Constitution was built to secure. That argument ends here.

A Word on What This Is Not

This is not an attack on Jewish Americans. That distinction is not a disclaimer — it is a foundational principle of this campaign and this policy.

Jewish Americans are our neighbors, our fellow citizens, and equal members of this republic. Millions of Jewish Americans have themselves opposed AIPAC's electoral tactics, its silencing of dissent, and the conflation of its agenda with the interests of an entire community. The American Jewish community is not monolithic. It is not AIPAC.

This is also not an attack on Israel as a nation. Nations pursue their interests in the world — that is the nature of statecraft. What we are addressing is not Israel's right to pursue its interests. It is the right of the United States Congress to represent the American people rather than those interests.

What this is — what this has always been — is a sovereignty issue. The most basic one. A free people's right to choose the government that governs them.

The Double Standard Must End Today

What is prohibited for Russia must be prohibited for Israel.

What is prohibited for China must be prohibited for Saudi Arabia.

What is prohibited for Iran must be prohibited for the United Kingdom.

The law is the law. Sovereignty is not selective. And this administration will not be selective.

Every enforcement action taken against foreign influence operations from adversarial nations will be applied with equal force to foreign-aligned influence operations from allied nations. The test is not the flag — it is the conduct.

To the Members of Congress — and To the American People

You know who you are. You know what was spent to put you where you are. You know what will be spent to remove you if you step out of line.

We are building you an off-ramp.

Support the American Electoral Sovereignty Act. Co-sponsor it. Vote for it. Tell your constituents what was done to your elections and commit to ending it. Because the alternative — staying silent, staying captured, staying purchased — is a position that will become untenable in 2028. The American people have figured this out. The poll numbers are not ambiguous. You represent your constituents or you don't. There is no middle ground left.

And to the American people: Your Congress was sold out from under you. Not dramatically. Not all at once. Election by election, primary by primary, dollar by dollar — until the body that is supposed to speak for you became, in critical matters, the instrument of a foreign agenda.

You deserved better. You always did.

We are offering you something specific: a president who will sign the Executive Order on Day One, send the legislation to Congress on Day One, release the national threat assessment within 120 days, and fight every legal challenge in every federal court for as long as it takes.

Not a promise. A plan. A legal plan. A constitutional plan. A plan with the case law cited and the draft statutes written and the executive actions ready to sign.

The United States Congress belongs to the American people.

We are taking it back.
