Presidential candidate Vincent Cordova today released the Partnership Doctrine, a comprehensive four-document policy vision that proposes to rebuild American manufacturing state by state, replace the extractive global trade system with a framework of mutual dignity, and make the doctrine permanent through a generational education partnership that begins in kindergarten.

What the Partnership Doctrine Proposes

Domestic Policy — The American Manufacturing and Partnership Act

Every American state and all five United States territories are assigned a primary manufacturing identity based on their natural advantages, existing workforce, and industrial capacity. States manufacture and trade with each other first, building a robust domestic supply chain before engaging internationally.

An Ethical Manufacturing Standard governs every manufacturer in the framework — including living wages, worker ownership options, zero-tolerance environmental protections, and animal welfare standards. Critical industries including pharmaceuticals, semiconductors, food processing, and energy infrastructure are designated National Security Manufacturing priorities, legally required to maintain domestic production sufficient to meet American needs in any crisis.

Foreign Policy — The Mutual Dignity Trade Doctrine

Every American state takes on a formal international partnership with a nation or region — partnerships that are bidirectional, equity-based, and governed by five core principles: mutual and equal value, no extraction without equal return, sovereign equality, bidirectional flow of goods and culture, and the absolute prohibition on partnerships that benefit from poverty.

A Global Partnership Exchange facilitates open matching between American states and partner nations. A Global Partnership Council — independent of American control — certifies, monitors, and enforces ethical standards. The doctrine’s architecture is open to adoption by any nation, including China, Japan, Germany, and Brazil, under the same non-negotiable standards.

Cuba Partnership

The Partnership Doctrine calls for an end to the decades-long embargo on Cuba, establishing Florida as Cuba’s natural American state partner. Cordova cites Cuba’s sophisticated healthcare and biotechnology sector, innovative sustainable agricultural practices, extraordinary cultural output, and educated population as genuine trade assets.

The release names six decades of collective economic punishment as a moral failure that has served neither nation — and frames the Cuba partnership as an early and visible test of whether the doctrine’s principles will be applied to nations historically subject to American coercion.

Education Policy — The Partnership Education Framework

The doctrine’s education pillar integrates every state’s partner nation into core curriculum from kindergarten through twelfth grade — including history, language, science, economics, art, music, and culinary education. Every student has access to a fully funded semester-long exchange program in the partner nation regardless of family income.

Joint Student Innovation Labs connect students across borders to work on real-world challenges, with a pipeline that moves the best student innovations into manufacturing reality. Cordova describes the education framework as the pillar that makes everything else permanent — building a generation for whom the partnership is personal, not political.

The Rotation Clause

Every partnership operates on a five to ten year renewable term. Either side may rotate by mutual consent, creating a living system in which both partners must keep delivering genuine value to remain chosen.

Nations may initiate partnerships with American states. American states may initiate partnerships with nations. Neither side is assigned. Everyone chooses freely.

The Partnership Doctrine is a complete alternative to that system. Not a reform of it. A replacement. Fifty states, five territories, and every partner nation trading as equals — with real equity, real wages, real technology transfer, and real cultural exchange flowing in both directions. And an education system that makes the next generation incapable of returning to the old way because they grew up knowing the people on the other side too personally to allow it.

Every decision under this doctrine asks one question first. Not — is this profitable? Not — is this convenient? Does this make life better for the people it touches — all of them, on both sides, without exception? If yes, we move forward. If no, we go back to the table.
