Executive Order on Education Incentives for College Students and Returning Learners
By the authority vested in me as President of the United States by the Constitution and the laws of the United States of America, and in recognition of the vital role that education plays in personal growth and the future success of our nation, I hereby order the following:
Section 1. Purpose
This Executive Order is designed to provide financial incentives and remove barriers for both current students and individuals wishing to return to higher education, regardless of age. By reducing financial burdens and eliminating restrictions, this initiative ensures that higher education is accessible for all, investing in the future of America.
Section 2. Automatic 800 Credit Score for Current and Returning Students
Effective immediately, any individual currently enrolled in a higher education institution and maintaining at least part-time status, as defined by the institution, will automatically receive a credit score of 800. This applies to both first-time and returning students, with the understanding that the student must maintain this score through responsible financial behavior.
Section 3. Interest-Free Loans for Current Students
All current students enrolled at least part-time in an accredited higher education institution will have any federal student loans they possess converted to interest-free loans for the life of the loan. This applies retroactively to all federal loans held by currently enrolled students, ensuring no interest accrues on their loans.
Section 4. Removal of Restrictions and Past Loan Defaults for Returning Students
For any individuals returning to higher education, all restrictions and penalties related to previous loan defaults will be removed. This will allow those who had difficulty with previous student loans to access federal aid again without barriers, encouraging them to continue their education. This applies to both U.S. citizens and permanent residents, ensuring equal access to education for all eligible individuals.
Section 5. Inclusion of Returning Learners and No Age Limitation
This Executive Order benefits individuals of all ages who are returning to college to complete a degree or pursue further education. There are no age restrictions for receiving the 800 credit score or interest-free loans. The order promotes lifelong learning and career advancement opportunities for all Americans.
Section 6. Incentivizing Enrollment and Continued Education
By offering interest-free loans, removing loan defaults, and providing an automatic 800 credit score, this order incentivizes college enrollment and encourages students of all ages to complete their education. These measures ensure that financial difficulties do not prevent individuals from pursuing higher education and improving their future prospects.
Section 7. Implementation
The Department of Education, in conjunction with the Department of Treasury, will oversee the implementation of this order. Eligible students will be automatically granted the 800 credit score, past loan defaults will be cleared, and federal loans will be converted to interest-free loans. Public awareness campaigns will inform both current and returning students of these benefits.
Section 8. Effective Date
This order shall take effect immediately and apply to all students currently enrolled, as well as future enrollees, including returning learners.
Section 9. General Provisions
(a) Nothing in this order shall be construed to impair or otherwise affect: (i) the authority granted by law to an executive department or agency, or the head thereof; or (ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
