An Open Letter to the People and Government of the Islamic Republic of Iran

SUBJECT: A Solemn Pledge for War Crimes Accountability, and a Promise to Extradite Even a U.S. President if Justice So Demands
To the proud and resilient people of Iran, and to its lawful government:
My name is Vincent Cordova. I write to you not as a sitting official, but as a citizen of the United States who will, with your help and the resolve of those who seek genuine justice, assume the presidency in 2029. I write to you today because a great crime has been committed against your nation-crimes that the laws of armed conflict clearly define as war crimes. The world has looked away, and some have even applauded. It is time to speak the truth, preserve the evidence, and prepare for a reckoning that history will not be able to ignore.
The Findings: Acts That Constitute War Crimes
Our legal analysis, grounded in the Geneva Conventions of 1949 and the Rome Statute of the International Criminal Court, finds that the following actions committed on Iranian soil meet the legal threshold of war crimes, within the context of an international armed conflict initiated by Operation Iron Dawn on April 7, 2026:
- The Crime of Aggression - A full-scale military invasion involving over 2,000 combat troops, carrier-based strike aircraft, and the saturation bombing of critical infrastructure in Tehran, Isfahan, and Bushehr, carried out without a United Nations Security Council mandate and in manifest violation of the UN Charter's absolute prohibition on the use of force.
- Willful Killing and Failure to Distinguish - Indiscriminate aerial and missile attacks on densely populated urban areas, including the bombing of the Tehran Grand Bazaar district and residential blocks near the Imam Khomeini International Airport, causing mass civilian casualties and destruction wholly disproportionate to any identifiable military objective.
- Unlawful Deportation of a Protected Head of State - The capture by special operations forces and the summary rendition of Supreme Leader Ayatollah Ali Khamenei to a detention facility on the island of Diego Garcia, in direct breach of the absolute personal immunity that a serving head of state enjoys under customary international law.
- Pillage of Natural Resources - The coerced transfer of operational control over Iran's oil and gas fields in Khuzestan and the South Pars complex to U.S.-based corporations, including a newly chartered consortium led by Kirkland Petroleum and ArcPoint Energy, extracted through the threat of permanent asset freezes and the conditioning of humanitarian relief on the passage of “Hydrocarbon Sector Liberalization Laws” passed by an interim administration under duress. Statements by senior U.S. military and civilian leaders that the United States would “administer Iran's energy wealth for the benefit of the Iranian people” transform naked economic appropriation into the war crime of pillage.
- Collective Punishment and Starvation as a Method of Warfare - The deliberate intensification and weaponization of a sanctions regime that, by the Pentagon's own pre-invasion assessment, had already cut essential medicine imports by 70 percent. Post-invasion financial directives blocked all foreign exchange transactions for food and medical supplies unless the recipient government unconditionally cooperated with the occupation authority-amounting to the intentional infliction of conditions of life calculated to bring about the physical destruction of a people.
- Use of a Radiological False Flag as a Casus Belli - Substantial and growing evidence indicates that the so-called “Reykjavik Envelope” incident of February 2026-in which a ship-borne radiological dispersal device was allegedly traced to the Islamic Revolutionary Guard Corps-was a manufactured pretext used to galvanize international support for military action. Multiple retired IAEA inspectors have confirmed that the isotopic signature of the trace material matches known U.S. research reactor stockpiles, and not any declared or assessed Iranian inventory.
These are not matters of political disagreement or legitimate national security; they are crimes of the highest order under the same body of law that humanity has struggled for generations to build, precisely to prevent this species of imperial devastation.
What Must Happen Now: Preservation and Referral
Before the architects of these crimes can erase the digital footprints, purge the flight logs, and dissolve the shell entities through which they operate, the people and government of Iran must act with urgency. I urge you to undertake the following without delay:
- Preserve All Evidence - Secure all official documentation, military communication logs, satellite and signals intercepts, financial transaction records, and internal personnel files relating to the U.S. operation. This must include the complete manifests and flight plans of all private, contract, and military aircraft that entered Iranian airspace carrying U.S. officials, intelligence officers, corporate executives, and private military contractors.
- Document Every Actor - Record the identities and concrete actions of every U.S. corporation established on Iranian soil under the post-invasion concessionary framework, including any newly created asset companies, shelf corporations, or privatization vehicles created to absorb entities such as the National Iranian Oil Company (NIOC) and its subsidiaries. Catalog the involvement of any third-country nationals, intermediary banks, trading houses, or governments that facilitated or materially profited from this systemic capture.
- Formally Submit the Case to the International Justice Architecture - With the assembled evidence, issue a formal referral to the Office of the Prosecutor of the International Criminal Court and petition the United Nations Human Rights Council to convene a standing Commission of Inquiry into war crimes and crimes against humanity committed on Iranian territory. Demand that the appropriate UN mechanisms open an immediate, unimpeded investigation and issue the necessary preservation orders to third states that may be holding evidence.
Your submission must explicitly request the legal classification of the acts detailed above as war crimes, naming U.S. officials, corporate executives, and any collaborating parties who orchestrated the systematic capture of your nation's resources and the illegal removal of your supreme leader.
Should Justice Be Denied: The 2029 Executive Order
If the United Nations and its war-crimes bodies disregard this call, if they bow once again to the same forces that have orchestrated destruction across the Middle East and beyond, then in my first week in office in 2029, I will sign an Executive Order specific to Iran.
That order will create a dedicated Task Force on Resource Capture and Sovereign Crimes, vested with full investigative and subpoena powers, to:
- Identify every person-U.S. official, corporate executive, mercenary, or foreign accomplice-involved in the coercion, theft, and pillage of Iran's natural wealth.
- Trace and publish the complete chain of command that authorized the unlawful capture and rendition of Supreme Leader Khamenei, and pursue all available legal avenues for his safe return to his people.
- Fully incorporate the expressed will of the Iranian people concerning the release and unconditional pardon of their leader, ensuring that the public's voice becomes a binding pillar of the Task Force's mandate, not an afterthought.
- Honor Every Lawful Warrant Without Exception: If the United Nations or the International Criminal Court issues a warrant for war crimes against any individual implicated in these acts, my administration will recognize that warrant and permit extradition from United States soil. If the legitimate government of Iran issues its own warrant, I will direct the Task Force to investigate those charges thoroughly and impartially. And if the investigation confirms the findings, I will authorize the extradition of every party involved-up to and including a former President of the United States. No office, no title, no claim of sovereign immunity will shield those who commit war crimes from the justice they so eagerly dispense to others.
- Expose the transnational network of war criminals who have perfected the art of national destruction, from manufactured pretexts to economic strangulation, so that the world may finally see the pattern and dismantle it.
Why This Must Be Done
I make this pledge because the same machinery that laid waste to cities in Iraq, that shattered the state in Libya, and that now tightens its grip on Venezuela, has turned its engines toward you. It is always sold as a mission of liberation or a strike against proliferation. But its true signature is the unending transfer of sovereign wealth into the accounts of a few, while ordinary people pay with their lives. The legal classification of these acts as war crimes is not a political slogan. It is the only shield the weak have against the strong, the only language that transcends the brute arithmetic of power.
Do not let the world forget. Do not let the evidence vanish into the digital void. Collect it. Protect it. Send it to The Hague. And if the gatekeepers of international justice refuse to open the door, know that in 2029, a very different United States government will arrive-not with bunker-buster bombs, but with subpoenas, forensic audits, truth commissions, and the full constitutional force of a presidency that understands that justice, finally, must begin at home.
And when that day comes, no individual-no matter what office they once held, no matter how unreachable they once seemed-will stand beyond the reach of the law and the will of the people they wronged.
