Ending Undue Foreign and Financial Influence in U.S. Governance

Preamble

Our democracy was never designed to be auctioned off. It was forged on the radical idea that power belongs to the people, and that government exists solely to serve them — not corporations, not foreign powers, and not concentrated wealth.

This Executive Order is not about censorship or control — it is about liberation from the forces that have held our democracy hostage.

Section 1. Purpose

The American people must be governed by those accountable only to them — not by foreign powers, financial interests, or corporations seeking to shape national policy through financial leverage. This EO establishes a firewall to restore public trust.

Section 2. National Security Declaration

Undue financial and lobbying influence by foreign-controlled entities, defense contractors, and dark money organizations constitutes a clear and present danger to U.S. national security, democratic stability, and institutional sovereignty.

Section 3. Prohibited Influence Activities

  • Foreign Political Interference: Bans foreign entities from funding or lobbying in U.S. policy matters.
  • Defense-Linked Contributions: Bans contributions from contractors receiving over $10M annually; enforces a 5-year cooling-off period for former officials.
  • Dark Money Disclosure: Requires public disclosure of donors giving over $500 and bans indirect foreign or defense funding.

Section 4. Emergency Threat Clause

Authorizes the President and the Office of National Integrity to freeze, suspend, or investigate suspected foreign-sourced funds. Actions are subject to due process and congressional notification.

Section 5. Office of National Integrity and Civic Neutrality

  • Audit political and nonprofit financial disclosures
  • Investigate and refer violations
  • Maintain a public dashboard of funding transparency
  • Provide quarterly briefings to Congress and the public

Section 6. Public Integrity Fund

Supports candidates who reject dark money. Funded by penalties, public donations, and reallocated federal funds from closed loopholes. Participation is voluntary and public.

Section 7. Legal and Constitutional Safeguards

  • Does not restrict peaceful speech, protest, or opinion
  • Does not target any group
  • Regulates financial conduct only
  • Grounded in Article II, the Emoluments Clause, and the National Emergencies Act

Section 8. Enforcement and Implementation

  • AG, DHS, DOD, and Office of National Integrity to oversee enforcement
  • All agencies must audit contractor relationships and contributions within 180 days
  • Annual report on foreign influence operations to be published
