Preamble

By the authority vested in me as President of the United States, and by the will of the People, I hereby declare that perpetual taxation of property and artificial national debt are forms of economic bondage incompatible with liberty. Government must serve the People, not dominate them. This Order establishes a path toward sovereign funding, nonprofit governance, and freedom from fees that restrict access to basic rights.

Section 1. Purpose

This Order abolishes property taxation, transitions public finance to sovereign allocations of debt-free currency, and mandates that all forms of government operate as nonprofit institutions. It also creates a National Task Force to ensure public participation and guidance in the transition, preventing reckless issuance of currency and ensuring that sovereignty is exercised with prudence, transparency, and fairness.

Section 2. Findings

Property Rights and Liberty

Property taxes undermine ownership by asserting perpetual dominion of government over land. This violates the natural right to secure property.

Artificial Debt

National debt is a construct of fiat currency, designed to bind citizens to obligations that do not exist in substance.

Nonprofit Governance

Government must operate solely for the public good, without profit, extraction, or fees as barriers to public interaction.

Public Participation

True reform requires not only executive action but the direct voice of the People to shape the transition.

Section 3. Directives

Abolition of Property Taxation

Property taxation by state and local governments shall be phased out within 24 months. Sovereign allocations will replace property taxes as the funding mechanism.

Establishment of Sovereign Allocations

The U.S. Treasury shall issue debt-free, nonprofit currency to states and municipalities based on population, infrastructure, and service needs. Allocations will eliminate reliance on perpetual taxes and ensure stable funding for schools, emergency services, healthcare, and infrastructure.

Government as Nonprofit

All branches and subdivisions of government, at federal, state, and local levels, shall operate as nonprofit institutions. Profit-seeking through fines, fees, and interest-based systems is hereby prohibited.

Elimination of Government Fees

Sovereign allocations shall remove all fees associated with governmental interactions, including licensing, applications, records requests, and access to essential services. Access to government shall be free, transparent, and universal.

Creation of the Task Force for Sovereign Allocations and Nonprofit Governance

A National Task Force is hereby established, comprised of citizens, economists, constitutional scholars, state representatives, and nonprofit experts. The Task Force shall hold public hearings, solicit citizen input, and report quarterly on the best transition methods. The Task Force shall ensure that money issuance is prudent, limited to public need, and shielded from corruption or private capture.

Section 4. Implementation

The Department of the Treasury, in coordination with the Task Force, shall begin pilot allocation programs within 12 months. State governments shall receive transition guidance, technical assistance, and initial funding to replace property tax revenue without disruption. The Task Force shall deliver its final recommendations to Congress within 18 months, with a plan for permanent codification.

Section 5. Closing Declaration

The People shall no longer be bound by perpetual rent on their own land, nor by artificial debts denominated in fiat currency. Government shall serve as nonprofit steward, funded by the sovereign authority of the People, with no fees, no bondage, and no dominion. Through this Order, we return ownership, liberty, and dignity to every American household.
