Preamble
Whereas the foundation of the United States was built upon the belief that all people are endowed with unalienable rights — among them life, liberty, and the pursuit of happiness — and that no power, foreign or domestic, may claim ownership or authority over the human mind or body;
Whereas human autonomy, the freedom to think, feel, choose, and exist without coercion or manipulation, is the essence of liberty itself;
Whereas advances in science, technology, and education have brought great progress but also new dangers — including the covert study, alteration, and direction of human thought, biology, and emotion for institutional or commercial gain;
Whereas the sanctity of informed consent is the guardian of human dignity, ensuring that every person retains the right to understand, accept, or refuse any act that affects their mind, body, or DNA;
Whereas recent global and domestic developments reveal a pattern of institutions — including educational facilities, corporations, and research organizations — using technology, substances, or psychological instruments to monitor or influence human life, often without the full understanding or consent of those affected;
Whereas the integrity of the human being — biological, cognitive, and emotional — must never be subjected to experimentation or modification without explicit, freely given consent, regardless of circumstance, guardianship, or governmental order;
Whereas this Nation must stand united to ensure that no foreign or domestic institution shall ever possess or exercise power to manipulate, study, or direct human life, thought, or biology;
Therefore, in defense of the Constitution, in protection of the people of the United States, and in fulfillment of the moral duty to safeguard humanity from all forms of coercion and control, I, Vincent Cordova, President of the United States of America, hereby issue this Executive Order on Preserving Human Autonomy and Prohibiting Institutional Manipulation of Human Life.
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:
Section 1. Purpose
To protect every person’s physical, cognitive, and biological autonomy from institutional manipulation or control, whether domestic or foreign. No entity may obtain, develop, or deploy tools or substances to influence or alter human life without full, written, informed consent.
Section 2. Scope and Definitions
(a) Informed Consent means a voluntary, written agreement made with full understanding of risks, benefits, and the right to withdraw at any time.
(b) Institutional Manipulation includes any act to monitor, study, direct, or alter human consciousness, emotion, DNA, or biology through technology, research, or substances.
(c) Substance means any chemical, biological, synthetic, or naturally occurring material capable of influencing the human body or mind, including pharmaceuticals, experimental compounds, or illegal drugs.
(d) Entity includes all government agencies, educational institutions, corporations, research organizations, nonprofits, and foreign partners engaged in such activity.
Section 3. Non-Waiver of Informed Consent; Parental and Court Limitations
- No person’s right to informed consent may be waived or overridden because of age, disability, guardianship, or social condition.
- Parents or guardians may not override the expressed will of any adult child or minor capable of articulating consent or refusal.
- Consent obtained through coercion, deception, or conditional aid—especially from those experiencing homelessness or economic distress—is invalid.
Section 3A. Immediate Suspension of Invalid or Expired Consent
- Any consent not personally written or signed by the individual concerned is invalid.
- All written consents expire six (6) months after signature and must be renewed through new written consent by the individual.
- The National Commission on Human Autonomy (NCHA) shall audit all projects in the Federal DNA Ethics Registry (FDER) and suspend any relying on expired or proxy consent.
- No parent, guardian, or court may transfer or extend consent on behalf of another without that person’s contemporaneous written reaffirmation.
Section 3B. Immediate Enforcement and Nuremberg Code Review
- Upon enactment of this policy, federal funding may be suspended for any entity manipulating human autonomy without direct, written consent.
- All such activities shall be reviewed under the Nuremberg Code (1947) principles of voluntary participation and freedom from coercion.
- Entities found in violation may be deemed permanently ineligible for federal support and referred for independent legal review.
- Historical programs discovered to involve non-consensual human experimentation shall be subject to retroactive ethical investigation.
Section 3C. Prohibition on Colonization, Ownership, or Circumvention of Human Autonomy
- No ownership or control. No corporation, educational institution, or research entity possesses any right or legal condition granting ownership, colonization, or proprietary control over human autonomy—physical, genetic, or cognitive.
- Ban on circumvention. No person or entity may use animals, artificial systems, algorithms, mechanical devices, or other instruments to monitor, analyze, or manipulate humans in violation of this Order.
- Accountability. Officials responsible for violations may lose eligibility for federal contracts or funding and face administrative action under law.
- Public notice. The Department of Justice and NCHA shall issue advisories reminding all institutions that no charter, license, or contract supersedes this policy or authorizes infringement of human autonomy, privacy, or dignity.
Section 4. Foreign Institutional Restrictions
Foreign governments or partners may not engage in research or data-sharing involving U.S. persons’ DNA, cognition, or behavior without NCHA oversight and documented, written consent. Domestic entities must disclose all foreign affiliations.
Section 5. Federal DNA Ethics Registry (FDER)
The FDER shall publicly list every project involving human genetic material, biological modification, or cognitive-behavioral study conducted in or funded by the United States. It will include project details, consent verification, and allow citizens to submit Consent Inquiry Requests or Violation Reports. Any unregistered research is presumed unlawful and ineligible for federal support.
Section 6. National Commission on Human Autonomy (NCHA)
The NCHA will oversee compliance, audit the FDER, and publish semi-annual transparency reports. It will include ethicists, scientists, legal scholars, and public members—including advocates for homeless and other vulnerable populations.
Section 7. Whistleblower and Witness Protections
Individuals who, in good faith, report violations shall receive full federal protection and anonymity. Retaliation against whistleblowers constitutes a federal offense.
Section 8. Enforcement and Penalties
Violating entities face termination of federal contracts or grants, removal from registries, and possible referral for civil or criminal review. Foreign violations may result in sanctions or suspension of academic and trade partnerships.
Section 9. Relations with Existing Law and Exceptions
This proposal respects legitimate medical treatment performed with patient consent and emergency public-health measures narrowly tailored to preserve life. It forbids their use as pretexts for non-consensual experimentation or surveillance.
Section 10. Implementation and Public Education
Federal agencies shall coordinate to implement these principles, create educational materials, and inform the public—especially vulnerable groups—of their rights to autonomy and informed consent.
Section 11. Congressional Coordination and Future Amendment
Congress is encouraged to codify these protections and pursue a Human Autonomy Protection Amendment to the Constitution, enshrining cognitive, biological, and emotional sovereignty as fundamental rights.
Section 12. Severability
If any portion of this proposal is held invalid, the remainder shall remain in effect as a statement of national intent and ethical commitment.
