Preamble

Protecting Life Through Digital Sovereignty and Ethical Issuance. From the beginning of civilization, the existence of government has been justified by one core responsibility — to protect and preserve life. When the systems created to fulfill that purpose begin to fail, when financial structures and policies deny medical care, abandon the sick, or ignore suffering, the moral foundation of government is lost.

Across this nation, individuals and families have been left without help — not for lack of courage or hope, but for lack of access. Insurance denials, uncovered pre-existing conditions, and financial barriers have too often decided who lives and who dies. At the same time, countless animals suffer in silence, seen but forgotten, their lives equally connected to the health of our shared world.

The United States must never again allow survival to depend on wealth, policy, or privilege. The preservation of life is not a market function — it is a moral function of government. Therefore, by the authority vested in me as President of the United States, and in recognition that life itself is the value from which all economic worth is derived, I hereby establish the Digital Life Preservation Fund (DLPF) as a permanent fallback mechanism to protect human and animal life.

This order ensures that if all else fails — if insurance systems collapse, if agencies delay, or if financial markets deny — the government of the United States will act immediately and directly through digital means to preserve life. The DLPF stands as the nation’s unbreakable promise: That no person or animal shall ever again face death or suffering because help was withheld, denied, or delayed. That the value of money will never again outweigh the value of life.

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered as follows:

Section 1. Purpose and Intent

The United States Government exists because life exists. Human and animal life form the moral, constitutional, and practical foundation of government authority. When any person or animal faces suffering or death due to a lack of financial resources, insurance denials, or institutional neglect, the government has failed its core obligation. This Executive Order establishes the Digital Life Preservation Fund (DLPF) as a permanent, sovereign mechanism to protect and sustain life without reliance on debt, taxation, or private issuance. The DLPF will utilize the same digital monetary tools currently used by financial institutions and central banks but will operate exclusively for humanitarian and life-preserving purposes.

Section 2. Digital Issuance Authority

  1. The Department of the Treasury, in coordination with the Federal Reserve and the Office of Digital Currency Integrity, shall establish a digitally backed humanitarian issuance channel, denominated in U.S. dollars, hereafter referred to as Life Credits (LC).
  2. Life Credits shall:
    1. Be digitally created under sovereign authority for use solely in the protection and preservation of life;
    2. Circulate only within verified humanitarian, medical, and animal welfare networks;
    3. Be non-transferable, non-exchangeable, and immune from market speculation or investment;
    4. Carry intrinsic, non-inflationary value, as issuance is backed by sovereign digital authority rather than debt instruments;
    5. Operate independently of the federal deficit and national debt to ensure fiscal integrity.
  3. The issuance and circulation of Life Credits shall not increase the federal debt or dilute fiat value, as their creation is restricted to humanitarian circulation channels.

Section 3. Use of Funds

  1. Medical Relief and Recovery: Immediate funding for cancer treatment, emergency care, and chronic illness management where financial hardship would otherwise prevent access.
  2. Pre-Existing and Denied Healthcare Cases: Coverage for individuals whose insurance providers deny treatment based on pre-existing conditions, policy exclusions, or claim denials. No American shall ever again be denied life-saving care due to insurance rejection or administrative refusal.
  3. Animal Protection and Welfare: Funding for shelters, rescue operations, veterinary care, and wildlife rehabilitation to prevent neglect or unnecessary suffering.
  4. Emergency Response: Direct digital disbursements to hospitals, shelters, and verified aid centers during disasters, pandemics, or humanitarian crises.
  5. Community Trust Programs: Local implementation partnerships ensuring every state and territory has immediate digital access to humanitarian aid networks.

Section 4. Oversight and Transparency

  1. A Public Digital Oversight Portal shall be created to provide real-time tracking of every transaction within the DLPF network.
  2. All disbursements, recipients, and expenditures shall be publicly visible using blockchain-based verification to ensure transparency and eliminate fraud.
  3. The Inspector General for Digital Humanitarian Affairs shall publish quarterly reports detailing fund distribution, medical coverage statistics, and misuse prevention measures.
  4. Any private or corporate entity participating in the DLPF network must agree to full transparency and renounce any claim of ownership, profit, or control over the fund.

Section 5. Ethical Safeguards

  1. No human or animal life shall be denied help based on creditworthiness, insurance status, citizenship, or economic classification.
  2. No institution or private entity shall interfere, restrict, or monetize access to the DLPF.
  3. Any attempt to convert, trade, or profit from Life Credits shall constitute a federal offense.
  4. Health insurance providers found to deny care without medical justification shall be referred for investigation under human rights and financial ethics statutes.

Section 6. Interagency Cooperation

The following agencies shall collaborate in implementing this order:

  • Department of the Treasury
  • Department of Health and Human Services
  • Department of Agriculture
  • Environmental Protection Agency
  • Federal Reserve (Digital Currency Division)
  • Office of Management and Budget

Each agency shall identify and eliminate redundant barriers to the immediate delivery of aid through the DLPF.

Section 7. Funding Integrity and Sustainability

  1. The DLPF shall operate independently from the traditional fiscal budget and shall not affect national debt ceilings or deficit calculations.
  2. The fund will utilize a digital reserve mechanism modeled after central bank digital issuance, permanently locked for humanitarian purposes.
  3. Periodic audits will ensure parity between issuance and humanitarian use, maintaining ethical circulation limits and preventing systemic inflation.

Section 8. Restoring the Moral and Fiscal Balance

The DLPF recognizes that the true value of currency derives from the existence and well-being of the people it serves. By using sovereign digital issuance to preserve life, the nation strengthens—not weakens—its economy, its stability, and its humanity.

Section 9. Effective Date

This Order shall take effect immediately upon signature and remain permanent as a standing humanitarian mechanism of the United States Government.
