Executive Order 2029-10 is built on a simple premise: a democratic republic cannot remain meaningfully free if public institutions, contractors, and concentrated private systems learn to govern the population through fear, emotional destabilization, dependency, coercive information environments, and engineered hopelessness. The order treats psychological warfare as a public-integrity issue, a health issue, a democracy issue, and a rule-of-law issue.
The order does not target ordinary speech, criticism, journalism, or public disagreement. Instead, it targets systematic frameworks that intentionally exploit cognitive vulnerability, trauma, confusion, and behavioral pressure to weaken judgment and secure compliance. It also establishes a federal task force to investigate where these frameworks exist and how they should be dismantled.
Key Provisions of Executive Order 2029-10
Section 1. Purpose
This Executive Order declares that the American people must not be governed through psychological degradation, mass manipulation, coercive behavioral engineering, dependency conditioning, or state-enabled information environments designed to confuse, exhaust, and destabilize the public mind. The purpose of this order is to identify, prohibit, and dismantle institutional practices that function as psychological warfare against the people of the United States.
Section 2. Findings
The order finds that a nation cannot remain free if its population is persistently subjected to fear saturation, engineered confusion, dependency pressure, predatory attention capture, manipulative digital architectures, and public-private systems that profit from anxiety, isolation, despair, and social fragmentation. The order further finds that psychological harm can be operationalized at scale through surveillance, propaganda, disinformation laundering, algorithmic amplification, behavioral targeting, economic precarity, and institutional gaslighting.
Section 3. Prohibition
No executive department, agency, contractor, grantee, federally regulated partner, or federally funded initiative may develop, coordinate, fund, conceal, or materially support programs that intentionally manipulate the population through psychological warfare tactics. Prohibited tactics include fear conditioning, mass behavioral destabilization, coercive persuasion, trauma exploitation, suppression of dissent through psychological intimidation, and information operations designed to fracture the public into states of confusion, passivity, or self-destructive compliance.
Section 4. National Psychological Integrity Task Force
This order establishes the National Psychological Integrity Task Force as an interagency and public-accountability body charged with investigating institutional psychological harm, recommending enforcement actions, coordinating public reporting, and developing national standards for psychological integrity in governance, education, health, labor, digital systems, and public communications.
Section 5. Public Rights
The American people are recognized as possessing a public right to psychological integrity. That right includes the right not to be intentionally governed through engineered fear, manipulated dependency, cognitive overload, covert behavioral targeting, institutional emotional abuse, or state-enabled propaganda ecosystems designed to weaken democratic judgment.
Section 6. Enforcement and Reporting
The Attorney General, the Secretary of Health and Human Services, the Federal Trade Commission, the Federal Communications Commission, the Department of Education, and all relevant agencies shall coordinate enforcement and produce a public report identifying harmful frameworks, enforcement priorities, regulatory gaps, and recommendations for immediate legislative action. The first public report shall be issued within 180 days of formal implementation.
