SUBJECT: A Solemn Pledge for War Crimes Accountability, and a Promise to Extradite Even a U.S. President if Justice So Demands
To the resilient people and the legitimate government of Venezuela,
My name is Vincent Cordova. I write to you not as a sitting official, but as a citizen of the United States who will, with your help and the determination of those who seek justice, assume the presidency in 2029. I write to you today because a great crime has been committed against your nation-crimes that international law clearly defines as war crimes. The world has looked away. It is time to speak truth, preserve the evidence, and prepare for accountability.
The Findings: Acts That Constitute War Crimes
Our legal analysis, grounded in the Geneva Conventions and the Rome Statute of the International Criminal Court, finds the following actions committed on Venezuelan soil to meet the threshold of war crimes in the context of an international armed conflict initiated by Operation Absolute Resolve on January 3, 2026:
- The Crime of Aggression - A full-scale military invasion involving nearly 200 troops, over 150 aircraft, and the bombing of strategic sectors in Caracas without a United Nations Security Council mandate, violating the UN Charter's absolute prohibition on the use of force.
- Willful Killing and Violation of the Principle of Distinction - Indiscriminate aerial bombardment of populated areas of the capital, causing civilian casualties and destruction not justified by military necessity.
- Unlawful Deportation of a Protected Head of State - The capture and forced transfer of President Nicolás Maduro to New York, in direct breach of the absolute immunity a sitting head of state holds under international law.
- Pillage of Natural Resources - The coerced transfer of operational control over sovereign oil assets in the Orinoco Belt to U.S. corporations, including Hunt Overseas Oil Company, Crossover Energy, and expanded Chevron agreements, orchestrated through sanctions relief conditioned on the passage of oil-reform laws and the channeling of revenues into U.S.-controlled Foreign Government Deposit Funds under Executive Order 14373. Statements by U.S. leadership that they would “run” Venezuela's oil fields transform economic exploitation into the war crime of pillage.
- Collective Punishment and Starvation as a Method of Warfare - The deliberate maintenance of over 1,000 sanctions, described by your own interim government as “financial asphyxiation,” to coerce constitutional changes and resource concessions, a policy that inflicts inhumane suffering on the entire civilian population.
- Use of a Chemical False Flag as a Casus Belli - Mounting evidence indicates that the November 2025 Cartagena chemical incident, used to justify the acceleration of military action, was a staged pretext. Soil analysis from reclaimed areas of Iraq, where the same operational architecture transitioned into Absolute Resolve, has revealed traces of chemical weapons-grade compounds consistent with U.S.-backed forces.
These are not political differences; these are indictable offenses under the laws of armed conflict that humanity has built to prevent exactly this kind of imperial devastation.
What Must Happen Now: Preservation and Referral
Before the architects of these crimes bury the evidence, the people and government of Venezuela must act. I urge you to immediately undertake the following:
- Preserve All Evidence - Secure all official documentation, communication logs, satellite imagery, financial records, and personnel files related to the U.S. operation. This includes complete manifests and flight plans of all private and military aircraft that entered Venezuelan airspace, bearing U.S. officials, contractors, and corporate representatives.
- Document Every Actor - Record the identities and actions of every U.S. corporation established on your soil under the new concessionary regime, including any new asset companies, shell entities, or privatization vehicles created to absorb state enterprises such as PDVSA. Catalog the involvement of any third-country nationals, intermediaries, or governments that facilitated or profited from this capture.
- Formally Submit the Case to the United Nations War Crimes Mechanisms - With the evidence assembled, issue a formal referral to the Office of the Prosecutor of the International Criminal Court (ICC) and petition the UN Human Rights Council to establish an independent Commission of Inquiry into war crimes committed on Venezuelan territory. Demand that the United Nations War Crimes Commission-or the modern international justice architecture that succeeds it-open an immediate investigation.
Your submission should explicitly request the classification of the acts detailed above as war crimes, naming U.S. officials, corporate executives, and any collaborating parties who orchestrated the systematic capture of your nation's resources and the illegal removal of your elected president.
Should Justice Be Denied: The 2029 Executive Order
If the United Nations and its war crimes bodies disregard this call, if they bow to the same forces that have orchestrated this destruction across other sovereign nations, then in my first week in office in 2029, I will sign an Executive Order specific to Venezuela.
That order will establish a dedicated Task Force on Resource Capture and Sovereign Crimes, vested with full investigative powers to:
- Identify every person-U.S. official, corporate executive, mercenary, or foreign accomplice-involved in the coercion, theft, and pillage of Venezuela's natural wealth.
- Trace and publish the chain of command authorizing the unlawful capture of President Maduro, and pursue all legal avenues for his repatriation.
- Fully incorporate the will of the Venezuelan people regarding the release and full pardon of your captured president, ensuring that your public's stance on his freedom is not just heard but forms an integral pillar of the task force's mandate for justice.
- Honor Every Lawful Warrant Without Exception: If the United Nations or the International Criminal Court issues a warrant for war crimes against any individual implicated in these acts, my administration will recognize that warrant and permit extradition from United States soil. If the legitimate government of Venezuela issues its own warrant, I will direct the Task Force to investigate those charges thoroughly and impartially. And if the investigation confirms the findings, I will authorize the extradition of every party involved-up to and including a former President of the United States. No office, no title, no claim of sovereign immunity will shield those who commit war crimes from the justice they deserve.
- Expose the network of war criminals who have perfected the art of national destruction, from regime change to economic strangulation, so that the world may finally see the pattern and put an end to it.
Why This Must Be Done
I make this pledge because the same dark machinery that has scorched the earth in Iraq, Libya, Syria, and beyond has now turned its full force upon you-disguised as law enforcement, disguised as humanitarian concern, but at its core always about power and plunder. The classification of these acts as war crimes is not a political slogan; it is the only shield the weak have ever had against the strong. The investigation you initiate will not only seek justice for Venezuela but will illuminate the crimes that have destroyed every nation they have touched.
Do not let the world forget. Do not let the evidence vanish. Collect it. Protect it. Send it to The Hague. And if the gatekeepers of international justice refuse to open the door, know that in 2029, a different kind of United States government will come to break it down-not with bombs, but with subpoenas, truth commissions, and the full force of a presidency that remembers what the word “justice” means. And when that day comes, no person, regardless of the office they once held, will be beyond the reach of the law and the will of the people they wronged.
