This document outlines the strategic plan and legal infrastructure for a national civil mass tort movement. It is not a single lawsuit, but a unified, multi-plaintiff framework to challenge governmental and institutional misconduct that has harmed the American public.

II. Legal Standing & Jurisdiction

Standing: Includes individuals, families, and classes harmed by systemic injustice.

Jurisdiction: Federal (28 U.S.C. §1331, §2201, §2202), Civil Rights (42 U.S.C. §§1983, 1985), State (28 U.S.C. §1367)

III. Targeted Defendants

IV. Constitutional Violations
