By the authority vested in me as President by the Constitution and the laws of the United States, it is hereby ordered as follows:
Section 1. Purpose.
Millions of Americans, including those in U.S. territories, feel trapped in roles that place financial, emotional, and mental burdens on them. Misty Rose’s story—a hardworking individual, head of household, and dedicated parent—reflects the struggles of many. This Executive Order establishes a Task Force for Sustainable Job Transitions (the “Task Force”) to provide support for individuals wishing to leave roles that fail to support their well-being. The Task Force will enable transitions to more fulfilling and financially sustainable employment for eligible individuals throughout the United States and its territories, including Puerto Rico, by providing resources, support pathways, federal funding, and public input-driven policies.
Section 2. Establishment of the Task Force for Sustainable Job Transitions.
(a) The Task Force is hereby established within the Department of Labor, in partnership with relevant federal agencies, to provide robust support for workers who wish to transition from positions that impose unsustainable financial or emotional strain.
(b) The Task Force shall:
- Engage Public Input : Actively involve public participation in the development of support systems. Regular public forums, surveys, and open comment periods will ensure that policies reflect the needs and experiences of those directly impacted by job-related financial and emotional strain.
- Establish Eligibility Criteria : Develop clear criteria to identify eligible individuals, potentially requiring a minimum tenure of six months in their current position, focusing on those facing substantial financial, mental, or emotional hardships.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.
(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.
