TO: The People of the United States of America

FROM: Vincent Dean Cordova, Jr., President-Elect (Effective January 20, 2029)

DATE: April 13, 2026

SUBJECT: You Are the Watchman — How You Can Direct Consequences to the Current Administration

SECTION 1: A DIRECT ADDRESS

My fellow Americans, you have been told for years that war crimes are something other countries do and that U.S. leadership cannot be held accountable. This letter rejects that claim and states plainly: no office, title, or institution is above the law.

Today, I announce that on January 20, 2029, I will sign EO 2029-01 to allow extradition of persons connected to war crimes when a foreign country issues a warrant and the UN determines war crimes are occurring.

SECTION 2: HOW YOU CAN DIRECT CONSEQUENCES

You do not need to be a lawyer or diplomat. You need to refuse silence.

- Document and Preserve Evidence: Preserve documents, emails, photos, videos, recordings, logs, and financial records related to alleged abuses.

- Identify the Actors: Name specific officials, financiers, contractors, and legal authors tied to decisions and operations.

- Contact Foreign Governments: Provide evidence to relevant embassies, consulates, foreign ministries, and prosecutors.

- Petition the United Nations: Submit evidence through UN channels and pressure institutions to request inquiries.

- Support Human Rights Organizations: Donate, volunteer, and submit material to organizations with documentation pipelines.

- Use Your Vote and Your Voice: Publicly question officials and demand clear positions on accountability and extradition.

SECTION 3: WHAT THE EXECUTIVE ORDER DOES — AND DOES NOT DO

- It mandates extradition when a valid foreign warrant exists and a UN war crimes determination is in place.

- It states that presidential pardons do not block international extradition.

- It limits judicial delays to 30 days for habeas review.

- It applies to warrants active on or after January 20, 2029, regardless of when alleged crimes occurred.

- It does not require current administration consent.

SECTION 4: A WARNING TO THE CURRENT ADMINISTRATION

Every order, strike, transfer, and legal memorandum between now and January 20, 2029, can become evidence in future proceedings. At noon Eastern Time on January 20, 2029, office-based protections end.

SECTION 5: WHERE TO SEND EVIDENCE

- Amnesty International — https://www.amnesty.org/en/get-involved/

- Human Rights Watch — https://www.hrw.org/contact

- Reprieve — https://reprieve.org/contact/

- OHCHR Complaint Procedure — https://www.ohchr.org/en/hrbodies/petitions/Pages/HRBodiesPetitions.aspx

- Incoming administration temporary submission inbox — warcrimes.extradition@transition2029.org

SECTION 6: A CLOSING WORD — TO THE PUBLIC

Every historic accountability process began with someone who refused silence. A document. A testimony. A letter. This letter asks you to act now: document, name, send, and speak.

THE WHITE HOUSE,

January 20, 2029

Vincent Cordova

Future President of the United States 2028,

A Member of Your Global Family

On behalf of all who refuse to surrender the future without a fight.
